During catalog changes we previously had to drop all dependent objects which meant any user object with a dependency would block the extension upgrade. This patch allows user dependencies on timescaledb views by detaching them from the catalog tables during the upgrade and restoring them after the extension is upgraded. This will work for any update from a version >= 2.24.1
